Luo Mingkui was originally a retired Final Cocoon, but was chosen by the Tree of Void Numbers to become a Lawgiver of Fate, and has been travelling through different worlds ever since. Her kiosk was destroyed several times in the Long Hollow City in the World of Collapse, and she later befriended Kiana and Meiko, helping them escape and join St. Freya's Academy.
